Wacky screen resolution

Hello, so this is my first time on the forum and i have a game breaking problem that i need help fixing, i have found very little info on this problem on the web and all the info i have found has been while the game was in beta and was fixed in a patch, however i am currently experiencing this issue and would love some help so i can continue to play one of my favorite pass time games.
Ok so to start off my problem is that, when i launch FTL whether it is from steam, shortcut or mod launcher, my screen resolution is off and my mouse jumps around all over the screen. to clarify my screen is much larger and offset to the bottom right corner of my screen so that it falls off my monitor, i can only sightly see the menu options. when i managed to change the screen from stretched to centered (was incredibly hard) it kept the screen resolution the same as before and applied a giant black border to the game.
i have played FTL alot modded and not modded, and everything was running smoothly till one morning when out of nowhere this issue began. also i have tried launching the game without mods to see what would happen, it didnt help.
the mods i use are:
BPaB v1.3.1
CE Resourse Pack v1.27
FTL CE v1.277b
CE BPaB Compatibility Patch v1.0
and then occasionally ships (Shard, Viper, Into Darkness (only used this when only BPaB was active)
ok well i cant think of anything else to give you to help me, but if you can think of something please ask and i will try to provide.
